Note: Previously the Skills Council had not worked from a job description which is why this qualification has been revised in a major way. Marriage Celebrants are the final decision makers under law to decide to proceed with marrying a couple. Thus they are not a para-professional working for a 'licensed professional' but a professional in their own right. Likewise in providing funerals and other ceremonies for the community, celebrants are the final decision makers, in consultation with individuals, couples, and families of the services they deliver.
